The earliest method to fly is to use a Broom, this is true even if you have the pre-order DLC bonuses for other flying creatures, you cannot get any of them until you have first unlocked the Broom.

If you want to unlock flying you need to follow the main story until you get to the story objective “Complete The First Keeper Trial”. Once you reach this part of the story you will get another story quest tasking you with attending your first Flying Class.

The Flying Class acts as a brief tutorial and introduction on how to use your broom. It teaches you how to fly, land, take-off, speed up, and otherwise control your Broom while you’re in the air. After you complete the flying class you will be able to progress. Once the flying class is complete visit Spintwitches Sporting Goods in Hogsmead. Before now, this shop has been shut since the start of the game, but it has now opened.

Simply head inside and speak with the NPC, he will walk you through the basics of buying a Broom. Once you’ve bought the Broom you will be able to fly freely around the world of Hogwarts. It’s L1/LB to bring up the wheel, then follow the buttons present in the bottom right.
