I really don’t think it matters who you assign to what. A friendly tip, tough…. Use clothing so you can easily identify who has what job in your settlements. So you can easily reassign them if needed. For instance I use military gear on my guards, I give my merchants visors or fedoras….

the “!” refers to a resource that does not meet the population of the settlement (i.e. not enough food, power, water for a settlements whose population exceeds the resources you have)

I haven’t seen this myself. I would guess that it means the defense is too low. Once a settlement is under attack you only have a few minutes to respond, otherwise you fail at defending it. So if the ! is there for any length if time, I would imagine it’s something else.

Does that mean that settlement is under attack, or is the defense too low, or…?
