In an answer, no you cannot remove Flaws. We have completed the game via multiple paths, completed every side quest we’ve encounter, and covered all the major decisions. At no point did any option arise to remove Flaws.

You can respec in The Outer Worlds however, they does not remove Flaws, it just allows you to spend your Skill & Perk Points again.
