All you need to do is speak to your Zoran ally and get his ability. This puts a water shield around you and protects you against a single attack. However, it also buffs your attacks so that when you launch your next attack, it’s a wave of water. You must use that ability to turn the water wheels.

The ability only lasts as long as the shield so if you are hit or the shield expires, your next attack will not have the water attack bonus and you’ll need to reapply the buff by speaking with your friend again.
