Lock Shards are not only rare, but the item you need to find for them is random. Lock Shards can only be found in chests on all the continents. I guess it makes sense because you are breaking a lock to open a chest? Either way you are going to have to grind a lot to get them.
I normally can find them as I do my repeat quests, but you need to check the mini map every now and then. It is easy you miss chests if you let the game do auto battle while you watch something else.
