You can find the Coin Lockers here on the map.
The Coin lockers are located near the Millennium Tower, next to the Lottery Ticket Booth. Here you can use Coin Locker keys that you find all over the map to open up the lockers for various items. The items range from weapons, healing items and even items that help you out with gambling.
