IMPORTANT: When speaking with any Confidant in Persona 5, when furthering the relationship is possible, you can receive a huge bonus if you have a matching Arcana Persona in your inventory. When speaking with Makoto, make sure to bring a Persona in the Priestess Arcana.
When you hang out with Makoto for the first time, you will easily be able to get her to Arcana Rank 2. Dur this interaction she will spot a student in the Red Light District and wonder what is going on there.

This will get you to the Priestess Arcana Rank 2.
The next time you hang out with her you should be able to get her to Rank 3 as well. I did do a side activity and go to a movie with her before this so that might have made it easier to get the next rank. When you do hang out with her, you will get some responses.

This will get you to Priestess Rank 3.
Makoto will text you saying she is troubled and wants to hang out. This is when you can next upgrade the Priestess Rank.

Makoto will eventually message you again and ask if you can talk about Eiko with her.

You will need max Charm in order to hang out with Makato again. She is near the Student Council room when school is back in.

Again she will want to talk about Eiko. This is a long one, a lot of responses this time as well.

The next rank up or Priestess is much shorter than the last one.

Response 5 – A is the Casual response and B is the Romantic response.

This will wrap up the Priestess Arcana, you can’t lose a rank here so you will get to Rank 10.
