Where To Find Penn In Zelda Tears Of The Kingdom

You will need to head to the Dueling Peak Stables to find Penn. He is at the top, so climb up or ascend. Once up there, chat with him and he will give you the next part of the quest. You need to figure out a riddle in order to get to the top.

You can use a falling stone to help you fly up or climb up to the top. Once at the top, check into the gap and look for some torches. Float down that way and you will see Zelda in a cage. Move the cage and this will start a fight with some Yiga goons. Beat them down and return to Penn. He will fly back home and you can move on to your next quest.
