You can buy all three pieces from the armor store in Goron City. The Flamebreaker Armor (700), Flamebreaker Boots (1200), and Flamebreaker Helm (1400). That’s a total of 3400 rupies, which is a LOT of money if you come here early. However, there is an alternative. All three pieces give you Flame Guard, and you only need two. So what you want to do is buy the Flamebreaker armor for 700, a much easier sum of money to obtain, then you can go and collect a freebie.

When you complete the Goron City quest you get a side quest, but you can get the loot long before that. There are two lakes shaped like lizards at this location. Closer to the Northern lake there is a small cave blocked by some rocks. You need explosives, your Goron ability, or a hammer with a rock attached to it, to break down the wall and get inside. Head to the back of the cave and you get the Vah Rudania Divine Helm, which adds another Flame Guard bonus and is totally free.

That’s all the fire resist gear you need. Remember though, fire resist is not the same as heat resist, so be careful in the desert.
